Meeting called to order at 6:35 pm by Michael Decarreau - President followed by the Pledge of Allegiance and Mindfulness lead by Tori Cleiland. 2. Agenda Review and Adjustments: Add 6d Teacher Nomination Jody Weimer, JFK Literacy Coach +.50 2018/19 SY 3. Focus on Learning: Sean McMannon, superintendent introduced Kirsten Kollgard the Director of English Language Learning (ELL) and Curriculum. She presented the ELL Programs & WIDA. The newcomer ELLs in grades 3-5 learn basic social and academic language, which includes reading, math, social studies and science. The students focus on specific school readiness skills and participate in music, art, physical education and guidance in a sheltered environment to support their skills. For the students that do not require the newcomer program there are still supports they receive. The Newcomer Academy at the middle school is similar to the younger grades. There is a sheltered classroom for newcomer ELLs in grades 6-8. Students in grades 6-8 that are not placed in the Newcomer Academy receive small group support on a team to help them develop their skills. A JFK Newcomer Summer School and WMHS Shader Croft Summer Program are offered during the summer months. Shader Croft focuses on oral and written language during the summer. WIDA ELD Standards provide the assessment to make sure the students are making progress in four language domains that include: listening, speaking, reading and writing. The test has moved from a paper test to the computer. CALP (Cognitive Academic Language Proficiency) takes a student 5-7 years to develop. The WIDA Can Do Descriptors are a set of guidelines the teacher uses to devlop lessons and units of instruction. Kirsten asked the board members what they would like the cultural liaisons present at future meetings. Alexander would like to hear about the cultural differences and family expectations. Michael would like to hear about what they struggle with the most both in school and in town. Tori would like to hear from the student about their sense of belonging and the parents. Christine Longmore asked how all students learn from this throughout the student population. Infinite Culcleasure would like to hear how families approach problem solving like disagreements between teenagers. Parent, Erica Bronz, expressed concern about how to connect her children with ELL students and families outside of school. 4. Public Comments: Infinite Culcleasure gave an update from the Parents and Youth for Change. They have increased their staff and he introduced new member, Christine Longmore. There is now an Advisory Board. Each board member received a hand-out with a summary of what the Parents and Youth for Change has accomplished and what they stand for. 5. Consent Agenda: a) Minutes of Meetings: October 10, 2018 b) Policy Title: 2.3 Financial Condition and Activities Approval of Bills c) Policy Title 2.8 Communication and Support to the Board Superintendent Report d) Policy Title: 4.2.2 Board Job Description Adopt Policy #4127: Volunteers, Work Study Students and Student Teachers Adopt Policy #5114a: Student Conduct and Discipline Motion made by Tori Cleiland to accept the Consent Agenda. Tori pointed out the Superintendents Report and the great things happening in the district. All present in favor. 6. Executive Limitations (Policy Section II): a) Policy Title: 2.4 Financial Planning and Budgeting FY20 Budget Timetable The baseline will be emailed out Monday, November 26th. Budget meetings will be every Wednesday, as needed. The state numbers that are needed will be later than normal. Michael will be in California on November 28th but will try to join in remotely. b) Policy Title: 2.5 Emergency Superintendent Succession Superintendent Monitoring Report 2.5 Emergency Superintendent Succession. The report was very thorough. Page 2, Section 2 added the Human Resources Coordinator. Motion made by Alexander Yin to accept the Superintendent Monitoring Report 2.5. All present in favor. c) Policy Title: 2.6 Asset Protection WSD Capital Project Update: Community Engagement Plan Sean met with a variety of parties and received feedback. Will be contracting with Imaj Associates. They know the district from past history. He will work this month and next month to develop the content. d) Teacher Nomination: Jody Weimer, JFK Literacy Coach, +.50 for the remainder of the 2018/19 SY. Motion made by Tori Cleiland to accept the Teacher nomination as presented. All present in favor. 7. Governance Processes (Policy Section IV): a) Policy Title: 4.1.b Governing Style: Encouragement of a Diversity of Views Student Report to the Board Students not present Report on VSBA Annual Meeting Tori shared her views on the presentation from the VSBA meeting. Charter Committee Re: Non-Citizen Voting: Michael invited Eric Covey from the ϳԹ City Council to the table. Eric shared the history of the Charter and that the council would like two school board members involved with exploring this charter change. The council has put together a charge and will be voting on it at a future council meeting. Michael suggested that one of the board members be able to be more flexible. Alexander asked how often the committee will meet. Eric felt this is something the committee needs to work out. Tori offered to fill one of the committee seats as a school board representative. Alexander Yin also offered to fill one of the seats. Eric will bring back the theory of rotating one of the seats and having one constant seat by a board member. Sean said as a point of clarity there will be two representatives from the school board. b) Policy Title 4.4: Board Linkage with Ownership Board Monitoring Report Michael questioned the non-compliance with a three year plan. Board members plan to seek education to bring this back in compliance. Motion made by Tori Cleiland to accept the Board Monitoring Report. All present in favor. 8. Community Engagement (Policy 4.2.1): a) Recent community activities by board members Tori attended the VSBA Conference and the soccer playoffs. 9. Next Agenda: None 10.
